What is a Home Information Pack?

A HIP is a compilation of all the documents required by law prior to the exchange of contracts on a property. It is designed to improve the transactional process of buying and selling property in England and Wales, as well as monitor energy efficiency in the home.

Who compiles the HIP?

It is the responsibility of the vendor to obtain a HIP if they are marketing a residential property.

What is included in the HIP?

The following compulsory documents must be included in the HIP :

  • Index : A check list, this should be referred to by all parties e.g. sellers, buyers, estate agents and lists all the documents included in the pack. If an essential document is missing, the Index must explain why and indicate steps being taken to obtain it. When documents are added or removed from the Pack the Index must be revised accordingly.
  • Energy Performance Certificate (EPC) : please click here for more information about EPCs.
  • Sale Statement : this provides basic information about the site, including the address of the property, if it is freehold, leasehold or commonhold, whether it is registered or unregistered and if it is vacant at time of sale.
  • Standard searches : including details about Land Charges, Planning and Highways as well as Water and Drainage Searches. The local authority, water companies and personal search companies can be used, but searches must comply with HIP regulations.
  • Evidence of title : proof that the seller owns the property and thereby has the right to sell it.

Compulsory information subject to lease :

 
  • Leasehold and commonhold information :
    Leasehold properties :this should include a copy of lease, legal issues exclusive to what is detailed in the lease, service charge information and contact details of the property’s owner or managing agent. A summary of any planned work that might affect the property should also be included.
    Commonhold properties :requires the official copy of the individual register and title plans for the common parts. Further information (when reasonably obtainable) should include details about the property owner or managing agent, as well as a summary of any planned work that might affect the property.

  • Home Condition Reports
  • Legal summary : further explains the complex and lengthy legal documentation in the pack.
  • Home Use and Contents forms : provides information on boundaries, notices, services, sharing with neighbours, planning permission and other matters of interest.
  • Other Documents : e.g. non-standard searches such as those for environmental hazards.
