SOCIAL HOUSING ASSOCIATIONS
 

As you are most probably aware Energy Performance Certificates will be required for all social housing in England and Wales from 1st October 2008. This has significant implications for Registered Social Landlords and Local Authorities, in that all of your housing stock will require an EPC before there can be a change of tenant after this date. However, once obtained, a certificate remains valid for up to 10 years.

As a Registered Social Landlord you have two options regarding how you can obtain an EPC for each of your properties.


Which option best suits me?

There are two options available to you in order to obtain EPCs for you properties:

Option 1: Individual EPC’s

Each property will be assessed individually on a ‘one off’ basis for a fee of £38.50 +vat.

This option may be most suitable for organisations that have either a varied or small housing stock.

Option 2: Cloned EPC’s


The property will be assessed on a group basis by using a sampling method for a fee of £35.00 +vat.

This option is most suitable for organisations that have either a similar or larger housing stock. For this method we will require your housing stock list.

Government Legislation for EPCs for Social Housing


Energy Performance Certificates (EPCs) will be required for all Social Housing in England and Wales from October 1st 2008. This has significant implications for Local Authorities and Registered Social Landlords in that, all of your housing stock will require an EPC before there can be a change of tenant after this date. However, once obtained, a certificate remains valid for up to ten years.

For Social Sector landlords from 1st October 2008, when tenants change, you will need to provide a certificate to any prospective tenant. There is no need to obtain an Energy Performance Certificate for an existing tenancy.

If a valid Energy Performance Certificate still exists when changing tenants no new certificate is required. There are two options available for Registered Social Landlords and Local Authorities when obtaining an EPC for their property. These are, individual EPCs or cloned EPCs.

Surveys of properties that require cloned EPCs will be available at a lower price. This is because the energy assessor requires entry to only some dwellings within the housing stock. The remaining EPC ratings can be calculated using the information gathered from the initial energy surveys.

In order to ascertain which properties can be cloned and those that cannot, the Social Housing Provider needs to provide information containing basic details of the housing stock to Lamb Home Inspectors Ltd.
